System Engineering

CommTech Systems provides system engineering services for both government and commercial customers.  Our goal is to: provide a clear understanding of the requirements, system design, test, and sustainment planning.   Our System Engineering expertise is rooted in both commercial and DoD programs. In general, we follow the Defense Acquisition University (DAU) Systems Engineering Fundamentals, which call for an end-to-end process.  This process encompasses requirements development, system design, system test, and acceptance, delivery, and installation, and ends with decommissioning and disposal.  As elements of the systems engineering process, we provide analysis of alternatives (AoA) assessments and sustainment studies.  These include the Functional Solutions Analysis process, as it is outlined in the military DOTMLPF (Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities, and Policy) analysis process.

ICS Cybersecurity

Securing, Industrial Control Systems (ICS) and Supervisory Control and Data Acquisition (SCADA) systems is a program management effort.  CommTech Systems provides program support in developing and evaluating ICS Cybersecurity programs.  As outlined in all cybersecurity standards, cybersecurity is not a onetime event, it is a process that must be institutionalized.  To be successful it must be part of the organizational culture, and most importantly it must be supported by management.   No one company can solely produce a cybersecurity plan for another, it is a collaborative effort.  Our goal is to provide a cybersecurity security program that is in collaboration with the end-user, one that uses industry best practices, and one that is tailored to the needs of the customer.

CommTech Systems Inc. Project Management, System Engineering, and ICS Cybersecurity

CommTech Systems provides Program Management services. We follow the Program Management Institute (PMI) process; our staff consist of certified Project Management Professionals (PMP). We assist our clients in building strong requirements, developing project management plans, and ensuring the projects continue measured against the performance management baseline.

We provide System Engineering Services, by providing: requirements definition, system testing, and system design, in addition to Analysis of Alternatives (AoA) studies. In terms of our Department of Defense (DoD) customers we have provided Functional Solutions Analysis through such processes as DOTMLPF (Doctrine, Organization, Training, Material, Leadership and Education, Personnel, Facilities and Policy) analysis. We have also provided a review of systems and functions by validating the system’s functions in terms of their METLs (Mission Essential Task List).

As a member of the International Society of Automation we provide project management support in terms of ICS (Industrial Control Systems) cybersecurity. We believe that to provide a high degree of system confidence there has to be a project management approach to cybersecurity. No system can be completely secure, what operators need to do is to reduce system vulnerabilities. A project management approach is one that focuses on determining: the enterprises cybersecurity requirements, implementing policy and procedures, validating these measures effectiveness, and implementing a process of cybersecurity improvement.

Our customers include Caltrans (California Department of Transportation). We have worked with Caltrans engineers to automate their traffic census data collection systems. We have provided wireless addressable IP networks that allow traffic data to be collected, and to automatically update the TMC (Traffic Management Center). Other customers include the US Navy SPAWAR (Space and Naval Warfare Systems Command) Pacific, here we provided project management support in the development of systems that wirelessly collect vehicle fuel and CAN  bus vehicle data. This information is used to assist maintenance providers and in fuel consumption analysis. Other projects include the DHS (Department of Homeland Security), in the development of a wireless means of tracking shipping containers. The intent is to ensure that the integrity of the container was not compromised. This technology is designed to provide the intermodal transportation carriers and the DHS a high degree of confidence that their containers were on track and had not been compromised.
